			<content:encoded><![CDATA[<p>Community of All Nations is an existing multi-family residential complex of 75 units which Visionary Home Builders plans to redevelop into a new 141-unit multi-family development; the new project would include three child play areas, a family recreational area, basketball court, a community building and a daycare play area.  The 8.95 acre community is located in southeast Stockton at the northeast corner of South D Street and East 8th Street.  The proposed plan would construct three-story and two-story apartment buildings.  Open space and recreational areas would total at least 20 percent of the proposed site.</p>

This area was highly infested by drugs and crime which circled around the neighborhood park.<span> </span>The master development area encompasses a six block area.<span> </span>In this area the new project will consist of the renovation of the park, a new K-8 school, single-family rental homes and a multi-family component and community center. <span> </span>Vintage Plaza will consist of 16 single family homes to be sold to low and moderate income families.<span> </span>The single family housing will be the catalyst to begin the process of moving families back into the neighborhood and providing safe and decent housing.<span> </span>The homes will continue the tradition of the charm of the old neighborhood and the design will keep the look of the Old Victorian Homes of that era.<span> </span>The City has put in the infrastructure for the homes and has sold the lots to VHB for $1.00.<span> </span>Due to rapid growth and high cost of housing in the Stockton area, the lack of affordable single family homes has not been produced in the last seven years.<span> </span>This make this project very desirable for the City in helping to meet its housing element projections.<span> </span></span></p>
